One thing about bureaucracy: once it is established it tends to expand its budget by expanding its work load. Look at Homeland Security/TSA.
They justify their existence by pushing the envelope of privacy and civility. Remember that as you read the next little news item:

He must find a never-ending supply of terrorist threats. If he does not, he may work himself out of a job.
If you think to yourself, "He would never do that," let me ask you one question. When was the last time you dealt with a bureaucrat who put what was rational and right over the good of his job?
